Digital Card:You are applying for a Digital library card. A Digital library card does not allow you to check out books, music or movies. A Digital library card gives you access to all databases, e-books, e-learning, mobile printing, plus access to public computers at libraries throughout Mahoning County. If you have applied for a Digital card during normal business hours, you can expect to receive your barcode by e-mail shortly after submitting the application. Applications received when the library is closed will be processed on the next business day. Your library card with your permanent barcode will be mailed to you within 3 business days.
The barcode and PIN you receive when registering for a Digital library card is a temporary number and PIN. Placing requests for digital material or creating a digital account with the temporary barcode and PIN may cause problems or delays in receiving your requests. Use your permanent barcode to create a PIN or digital account.
Visit any of our 15 libraries to present photo id and verification of current address to upgrade your Digital library card to a full service library card.

- I will not permit anyone other than myself to use this library card.
- I will report a lost or stolen card immediately.
- This card will entitle users age 18 and older to access the library's digital, online resources, such as databases, e-books, e-learning resources and mobile print service. It does not permit me to borrow print or A-V materials
- I understand that a library card entitles me to access to the Internet
on Library computers and I accept full responsibility for all actions
performed while using the library’s Internet connection. - Library rules and policies are subject to change without notice.
Adult Full-Service Library Card:You are applying for a full service Adult library card that will allow borrowing privileges for print material, movies, music, e-books, digital access to databases, e-learning, mobile printing plus access to public computers at libraries throughout Mahoning County. Visit any of our 15 libraries to present photo id and verification of current address to activate your account and receive your library card.

Mahoning County is limited to my own personal use and I am not
authorized to give, loan or sell library property under my control to
any other person or entity. - I accept full responsibility for all fines and charges for the late
return, loss of or damage to materials borrowed on this card. - If I borrow videotapes or
DVDs, it will be for the purpose of viewing them in my home. - Parents or legal guardians are held responsible for fines, charges, or
damages to materials borrowed on the cards of minor children. - I understand that a library card entitles me to access to the Internet
