The Public Library of Youngstown & Mahoning County (PLYMC) is proud to welcome Mandy Shina as its new Donor Relations Manager, joining the Library’s recently formed Stakeholder Relations Division.
With more than 17 years of experience in the nonprofit sector, Shina brings a strong record of advancing community partnerships, fundraising initiatives, and mission-driven growth. A graduate of Youngstown State University with a bachelor’s degree in Business Administration, and Robert Morris University with a master’s degree in Nonprofit Management, she has built her career around collaboration, service, and organizational impact.
Her previous roles include work with the Youngstown/Warren Regional Chamber, the YSU Foundation, and OH WOW! The Roger & Gloria Jones Children’s Center for Science & Technology, where she contributed to outreach, fundraising, and development efforts across the Mahoning Valley.
“Mandy has an exceptional ability to connect people to purpose,” said Zak Kozberg, Chief Stakeholder Relations Officer at PLYMC. “Her experience and relationships throughout the region will be essential as the Library deepens its engagement with donors, partners, and advocates.”

The Public Library of Youngstown and Mahoning County (PLYMC) has served the Mahoning Valley since 1880 when the Youngstown Library Association was officially created.
